In plain language, it defines the minimum quality requirements for the PVC compound used to manufacture rigid vinyl fence panels, posts, and rails sold in the United States and Canada.
The standard covers:
- Material composition — the PVC compound must meet specific requirements for purity and consistency
- UV stabilizers — panels must contain adequate levels of titanium dioxide (TiO₂) to resist UV degradation and prevent yellowing

4. How to Verify ASTM F964 Compliance
This is where many buyers get caught out. A supplier claiming ASTM compliance is not the same as a supplier who can prove it. Here’s what to ask for:
Request a third-party test report. Legitimate ASTM F964 compliance should be backed by a test report from an accredited independent laboratory — not just the manufacturer’s own quality control records. Ask for the lab name, test date, and specific test results.
Check the test report date. Test reports should be relatively recent — within the last 2–3 years. An old test report doesn’t guarantee that current production uses the same compound formulation.
Ask which specific products are covered. Some manufacturers test one product and claim compliance across their entire range. Make sure the test report covers the specific panel style and color you’re ordering.
Request a Material Safety Data Sheet (MSDS). The MSDS confirms the compound composition and should be consistent with ASTM F964 requirements. It also confirms the product is lead-free — important for the US market.
Order samples and test them. For large orders, consider sending samples to an independent lab for verification before committing to a full container. This is standard practice for serious distributors and adds a layer of protection beyond supplier-provided documentation.
5. Questions to Ask Your Vinyl Fence Supplier
Before placing a wholesale order, ask these specific questions:
- “Can you provide a third-party ASTM F964 test report for this product?”
- “Which accredited laboratory conducted the testing?”
- “When was the most recent test conducted?”
- “Does the test report cover the specific style and color I’m ordering?”
- “What percentage of TiO₂ is used in your PVC compound?”
- “Can you provide an MSDS confirming the compound is lead-free?”
A supplier who hesitates or gives vague answers to any of these questions is a supplier worth being cautious about. A reputable manufacturer will answer all six clearly and quickly.
6. ASTM F964 and Cold Climate Performance
One aspect of ASTM F964 that’s particularly relevant for contractors in northern US states and Canada is the impact modifier requirement.
Impact modifiers are additives in the PVC compound that prevent panels from becoming brittle and cracking in cold temperatures. Without adequate impact modifiers, vinyl fence panels can shatter on impact in temperatures below 0°F (-18°C) — a serious problem in states like Minnesota, Wisconsin, Michigan, and across Canada.
ASTM F964 specifies minimum impact resistance requirements, but the standard was developed primarily for moderate climates. For projects in extreme cold climates, ask your supplier specifically about cold temperature impact performance and request test data at low temperatures if available.
The best suppliers for cold climate applications will proactively mention their impact modifier levels and may offer enhanced cold-climate formulations for northern markets.
7. Beyond ASTM F964: Other Quality Indicators
ASTM F964 is the most important US-specific standard for vinyl fencing, but there are additional quality indicators worth looking for:
ISO 9001 certification — confirms the manufacturer has a quality management system in place. This doesn’t guarantee product quality but does confirm consistent manufacturing processes.
Factory audit reports — a third-party audit of the manufacturing facility verifies that the supplier actually manufactures what they claim, using the processes they describe.
Product warranty — a manufacturer confident in their product will offer at least a 10-year warranty on vinyl fence panels. Longer warranties (25–30 years) from reputable manufacturers are a strong quality signal.
Virgin PVC declaration — ask for written confirmation that panels are made from 100% virgin PVC, not recycled or mixed compound. This should be on the product specification sheet.
